Overview

The Cleveland Boy Scout Troop 95 has a long history of serving the Cleveland area. Troop 95 was started on February 11, 1926 as Troop 1, at the home of Rev. J.A. Moore. On December 12, 1940 the Cleveland Boy Scout Troop received its official charter through the Beaumont council as Troop 95.

February 11, 1926 - June 4, 1954

February 11, 1926
A Boy Scout Troop #1 was organized at the home of Rev. J. A. Moore, of the First Methodist Church, Monday evening. Reverend Moore selected as Scoutmaster; J.H. Noack, Assistant Scoutmaster; C.E. McGrew, George Jordan and J.N. Newman were chosen councilmen. Members are *Frank Roark, Jr., Hinton Handley, Milton Andrews, Charles and Walter McDonald, Emery Hallman, Max Griffin, Rudolph Wright, Clayton Gilmore and Edward Love, Jr. taken from article in Cleveland Advocate at Cleveland Memorial Library film department.

[March 16, 1993 Confirmed by phone to Frank Roark, Jr. on March 17, 1993. “Troop didn’t do much. Went camping at Galveston (mosquitoes large), didn’t mess with advancements. Rev. Moore transferred, taken over by S. Wellborn.”]

July 28, 1927 Vol. 10 #34 Cleveland Advocate

At a meeting on Monday night in the directors room of the Farmers State Bank, steps were taken to organize the Boy Scout movement on a permanent basis in Cleveland.
A.F. Sawyer, national field executive of the B.S.A., in the service of Southern Pacific Railroad, was present and outlined the work.
The following troop committee was appointed, they to select the Scoutmaster with the committee to carry out the work.
The committee consisted of the following: H.J. Weeren, S. Wellborn, C.E. McGraw, J.N. Newman, G.M. Coe.
It is expected a Scoutmaster will be selected this week and the troop started. There are a number of boys in the city who are Scouts and it is hoped all these will register at once to start the troop off in good shape.
Mr. Sawyer left for Livingston to organize there.

September 15, 1927 Vol. 10 #41 Cleveland Advocate
Cleveland Troop of the B.S.A. assembled for the regular meeting Thursday night. Cooter Stout, Elgin Enloe and Douglas Partain were appointed Patrol Leaders and a hike was decided on. At 11:00am Wednesday, all preparations being complete, eleven of the Scouts and Scoutmaster Wellborn left on the Lilley-Stout truck for the Trinity River. Arriving at Long Lake at 3:00pm they ate a lunch and then took a plunge in the river. Thursday was spent in exploring, fishing and swimming. Thursday evening an old fisherman / friend joined us and set out several hooks and trot lines. Early Friday morning he and Scouts Vallee and Gree Smith landed a gar that measured 7 foot 2 inches. Thursday’s cook, Riley Wells and his two helpers, Douglas Partain and Pete Vallee barbecues a goat which lasted as long as we were in camp. Friday was spent swimming, playing and test taking. Riley Wells being the first and only one to qualify as a Second Class Scout.
Saturday morning we broke camp and started home with Pilot Tommie Lilley steering the truck. After going about 300 yards the hub hit a sweet gum stump and unloaded the bunch of us in a thicket of switch cane. He backed off, loaded up and proceeded about the same distance again when we took a nose-dive into Deer Canyon and after an argument, we all unloaded again. All hands took part in picking up the machine and setting it on higher ground. The “Pilot” Stout was called on to guide the ‘boat’. He kicked off and made fine time until we reached the Prairie. On the Prairie we ran out of gas. In a few minutes we secured some gas from a friend and came on to Big Bayou for the left-hand wheel to run off. We had no jack but plenty of manpower so we set her on a box and the pilots replaced the wheel. On Little Bayou we ran out of gas again but by taking the coal oil out of out lanterns we managed to get to town.

Goree’s Whale
Goree Smith: I saw a whale while we were swimming this evening!
Elgin Enloe: Oh! That was no whale, it was Pete Vallee’s foot that you saw.
Scoutmaster Wellborn is an expert on seeing, hearing and smelling. In the middle of the night he smelt something on fire and gave the fire alarm. A search was made and Homer Stephens’ overalls were taken from the fire where they were almost consumed.
We have in the troop at present fifteen Tenderfoot, one Second Class and five applicants. Who will be first to be First Class? All the merchants made concessions on the groceries and we only wish we could have patronized each of them.
A committee consists of C.E. McGrew, J.H. Wright, F.L. Roark, and J.A. Guinne has been appointed by the Baptist and Methodist churches to organize the Boy Scouts.

September 29, 1927 Vol 10 #43 Cleveland Advocate
At a meeting of the commissioners of the B.S.A., Mr. Roark was elected chairman and was instructed to confer with the regional executives, Mr. Fitch in Dallas and ask him to send one of his field executives to help work out a program for the year.
Commissioner C.E. McGrew instructed the Scoutmaster to purchase such equipment as is needed in the troop.
Commissioner J.A. Guinn donated a large American flag and also offered to furnish an uptown lot to build a hall on.
Patrol Leaders Stout and Partain took their patrols to Houston Saturday and purchased six pup tents. Looks like they might be going on a hike.

December 15, 1927 Vol 11 #2 Cleveland Advocate
Monday night as Elgin Enloe was galloping down Railroad Street, he hit a car with bright lights on which blinded him and his horse. He started to turn from the road and ran into Mr. Bokers’ truck which was stopped in the road with its lights off. The horse was in the seat with the driver before he knew this truck was there. The driver was scratched up a little and Elgin got a bruise on the knee but no serious damage was done. The Boy Scouts had assembled for their meeting and saw the collision. They voted that all cowboys and motorist should call on Mrs. Taylor for life and accident insurance.

Boy Scouts are to reorganize Tuesday
All Boy Scouts are requested to attend an important meeting next Tuesday night, February 28th at 7:30 at home of John Tanner. Purpose to reorganize for coming year and to install Harry Ingle as new SM.
S. Wellborn, SM

March 16, 1939
S. Wellborn gives up local Scout troop — 21 years of service, last nine of which as SM of Cleveland troops started June 2, 1918 as Troop 1 in Del Rio as ASM to Dr. D.T. Johnston Episcopal rector of that place. Will he succeed the following year. He later organized four troops there.
After 1922 he served as executive and later field commissioner to J.T. Fisch of Dallas regional office. 1924 returned to Dallas residence where he organized still more troops. Mr. Wellborn came to Cleveland in 1927 where he organized a troop out V.W. Mills as SM. He worked until superintendent Mills as executive for two years and on March 1, 1927 took over local troops as Wellborn said, “I am giving up my work as SM for only one reason, that is 1 feel that it is for the best interests of the troop. I have served for nine years.
“I think that the boys need and should have a new leader. I feel sure that I
have one in succession, Harry Ingle, a worthy leader. I hope you will
cooperate with him as you have with me. If Scouting has achieved anything,
and I think it has, it has been due to the splendid cooperation we’ve had
from everyone.
In my humble efforts to lead the young men of Cleveland, I have tried to be firm, honest and fair with them as least 1 know how. I have tried to live as I think a Christian should live, a life above reproach. Being human no doubt I have foiled at times in all of my deeds and actions I had their best interest of yours at heart. Again, let me urge that we cooperate with our new SM Harry Ingle.
